Art Pottery Shallow Table Vase Signed With Metal Frog Found In Vermont

For your consideration, is this art pottery, shallow, round vase with a metal frog. It is signed on the base.   This vase was discovered in Vermont.  

It has no chips or cracks.  

The vase is 1.5" tall by 5.5" wide.
